Ethical Oversight of Public Health Research: Can Rules and IRBs Make a Difference in Developing Countries?

Controversies in the conduct of international research continueto pose challenges for the system of ethical review, particularlyfor developing countries. Although the concept of vulnerabilityis key to addressing these challenges, ethical review has typicallyignored the agency of vulnerable participants and groups indetermining what kind of review process is needed. Concurrentwith developments shaping the new public health that seek tooperationalize empowerment of communities by placing them asinitiators and organizers of their own health, ethical reviewof public health research must find ways to recognize the agencyof vulnerable individuals, groups, and communities in the reviewprocess if it is to address effectively the ethical dilemmascurrently evident in collaborative international research.
