The Personal Responsibility and Work Opportunity ReconciliationAct of 1996 greatly restricts the provision of many federal,state, and local public services to undocumented immigrants.These restrictions have prompted intense debates about the provisionof free and discounted primary and preventive health careservicesand have placed significant burdens on institutions that servelarge undocumented immigrant populations. Intended to serveas a tool for reducing illegal immigration and protecting publicresources, federal restrictions on undocumented immigrantsaccess to publicly financed health services unduly burden healthcare providers and threaten the publics health. Thesedeleterious effects warrant the public health communityssupport of strategies designed to sustain provision of healthservices irrespective of immigration status.
