On the historic occasion of the adoption by the World
Health Assembly of the WHO Framework Convention on
Tobacco Control, it seems fitting to review the origin
of the framework convention-protocol approach to curbing
the tobacco epidemic under WHO auspices.
This account details the first discussion of
this idea, subsequent promotion of the idea with WHO and
APHA, action by the 9th World Conference on Tobacco or Health,
and key documents leading WHO's undertaking the
development of an international instrument. The roles of
the principal actors in urging an international
mechanism to control the tobacco epidemic are described and their
success in overcoming opposition. Included is a summary
of the contents of the Framework Convention.
