HIV/AIDS and Other Infectious Diseases Among Correctional Inmates: Transmission, Burden, and Appropriate Response

Abstract
Correctional inmates engage in drug-related and sexual riskbehaviors, and the transmission of HIV, hepatitis, and sexuallytransmitted diseases occurs in correctional facilities. However,there is uncertainty about the extent of transmission, and hyperbolicdescriptions of its extent may further stigmatize inmates andelicit punitive responses.
Whether infection was acquired withinor outside correctional facilities, the prevalence of HIV andother infectious diseases is much higher among inmates thanamong those in the general community, and the burden of diseaseamong inmates and releasees is disproportionately heavy. A comprehensiveresponse is needed, including voluntary counseling and testingon request that is linked to high-quality treatment, diseaseprevention education, substance abuse treatment, and dischargeplanning and transitional programs for releasees.
