Cover Figure Cover. The cover photograph this month celebrates the creation of the Medicare and Medicaid health care programs in the United States. On July 30, 1965, President Lyndon Johnson signed this historic legislation during a ceremony at the Harry S. Truman Library in Independence, Mo. Seated next to Johnson is former President Harry S. Truman, and standing from left to right behind him are Lady Bird Johnson, Vice President Hubert Humphrey, and Bess Humphrey. As the United States considers alternatives to the current health care crisis with far too many of us uninsured and underinsured, it is important to remember that politics and policy can indeed be used to benefit public health.
